Illegal Immigration Essay One of the reasons of implementing the US immigration policy is to control and protect Americaââ¬â¢s national borders. The US border patrol controls and protects international state lines in the effort to arrest any individuals making attempts to enter the US illegally. Illegal immigration attempts are predominant on the border between the US and Mexico. In the past 20 years, economic recession in Mexico has contributed to increase illegal entries or attempts to the same by the Mexicans. Consequently, political sensitivity about illegal immigration that has been brought by Mexicoââ¬â¢s poor economic performance has made the US government to dramatically improve the efforts aimed at increasing security at the US- Mexico border. Most illegal immigrants are seen to move from Mexican border cities to US Border States as their final destination. According to Hanson, Robertson and Spilimbergo, border patrol officers have had to spend more hours policing the Mexican border with an increase of up to 5. million hours in 1997 from 1. 8 million hours in 1977 (2002). Border regions are mostly affected by situations caused by illegal immigration. For example, illegal immigration has the likelihood of affecting border markets. Such markets include Southern California, Mexican cities on the US-Mexico borders and South Western Texas (Hanson, Robertson and Spilimbergo, 2002). Illegal immigration has both negative and positive results to the socio-economic status of the US. Effects of Illegal Immigration Hanson, Robertson and Spilimbergo claim that immigration leads to the reduction of wages of US workers. The rise in immigration cases has resulted in low skilled immigrants and low skilled US workers competing for jobs. Moreover, immigrants are ready to take up any jobs leaving the low skilled US workers to settle for the remaining jobs (Hanson, Robertson and Spilimbergo, 2002). Findings by Hanson, Robertson and Spilimbergo indicate that border enforcement deters illegal immigrants whose entry has impacts on the labor markets in the US border areas. According to these findings, border regions can minimize illegal immigration without necessarily changing the native wages or even moving the natives from border regions or discouraging them to move to the border areas (Hanson, Robertson and Spilimbergo, 2002). Border economies may also be forced to shift to industries that are dependent on the skills of arriving immigrants so that low skilled labor can be secured for both US natives and immigrants (2002). Illegal immigrants are seen to add to the problem of public health that is already an issue that needs attention and review in the US. Attention is focused on the recent developments that allow immigrants to use public programs such as heath insurance. As per the 2000 census, 1 in every 5 children is an immigrant family member in the largely dispersed immigrant families in America. The immigration statuses of parents and children may also differ with up to 10% of immigrant children living in families of mixed status hence creating complexity. There are non-citizen parents who live with citizen children as their main caregivers. The citizen children may be denied health insurance due to their parentsââ¬â¢ citizenship and this may affect the health of both parents and children despite them being Americans (Paiti and Danagoulian, 2008). It is important to note that poor health of immigrantsââ¬â¢ children will eventually have a significant effect on the socio-economic future of every American. According to Paiti and Danagoulian, foreign born children in the US do not depend on public health insurance schemes compared to those born in the US despite the reverse of the rule on public charge. The increased likelihood of foreign born children to be uninsured, to live in poverty and to have parents who have less than high school formal education is a contributing factor to the poor living conditions. The parentsââ¬â¢ poor economic abilities create future projections of low abilities of immigrant children to be economically productive members of the labor force in America (Paiti Danagoulian, 2008). Today, USA claims that about 7 million illegal immigrants do not have medical insurance due to legal restrictions. In addition, 366,000 of the immigrants buy insurance policies from private companies. A publication on USA today named ââ¬Å"Everyone Benefits if Illegal Immigrants are insuredâ⬠claimed that just as in automobile insurance, the US public would benefit from premiums paid by illegal immigrants by collecting the surplus using it to provide better health care to the US citizens (USA Today, 2009). Illegal immigration is wrong and it should be stopped, but in the meantime, the country should benefit from having illegal aliens around before inventing ways of stopping the practice in order to create a win-win in the situation. In addition to border patrols and the deportation of captured aliens, the introduction of an Immigration and Control Act in 1986 helped in controlling illegal immigration (Pearce and Hill, 1990). According to Pearce Hill, ââ¬Å"immigration law will reduce employment of illegal aliens in some parts of the economy but not in othersâ⬠. However, limitations in the US budget will force authorities ââ¬Å"to focus their enforcement efforts on industries with a large concentration of illegals at an individual business establishmentâ⬠(1990, pp. 43). Prior to the act, employers hired illegal immigrants knowingly as they would face no penalty. Since this law, there has been a registered decline in border crossings in most entry points and more illegal immigrants finding it hard to get jobs. Although the reform process is done by high skilled professionals, sanctions will improve the standard of living of low skill laborers even though to a small extent. Pearce and Hill suggest that substantial improvement in the real wages of legal and less skilled laborers will occur if sanctions are fully executed. In addition, legal and illegal low skill labor should be subject to substitution. The law must also be accurately applied to achieve benefits of sanctions (Pearce Hill, 1990). The Economist reports that critics fear the influx of Hispanic immigrants, who enter the US illegally, take up jobs and move into different parts of the country, are able to create two nations (2005). The illegal Latino immigrants take up common jobs in construction, distribution and food industry that is well needed for economic growth of the cities they occupy. Immigrants are seen to be assimilated into the US by almost becoming like everyone else in the US. They now become citizens, pay taxes, enlist in the army, participate in politics and even speak English (The Economist, 2005). Despite fears of critiques of the negative effects of immigration, positive outcomes have also been observed from the same which is an important input to America. Conclusion Immigrants to the US have been seen to continue gaining access illegally despite the introduction of more sophisticated patrols at entry points. The introduction of labor laws that protect legal workforce in the US continues to protect low skilled laborers. However, better laws ought to be formulated to ensure that workers do not receive wages that are beneath their ability to sustain a comfortable life. In addition, illegal immigrant families should be assisted to take care of their offspring who are American citizens by acquiring medical insurance and other facilities as it has proven to be beneficial to the American populace. On the othe hand, in 2009 the amount of passengers was abot 75,363,000 and in 2008 the amount of passengers was about 84,586,000 (Figure, 2), and decrease about 10.9%. However, it can prove that the Asian market still have a large demand of the aviation industry. 3. 1 China Base on the World Tourism Organisation Report (2004), About 108 million foreign visitors travelled to China, and 18 percent increase from 2003 and a 10 percent increase from 2002.Foreign tourists who stayed at least overnight reached 41 million, up 24 percent from 2003 and 11 percent from 2002. Moreover, foreign exchange revenue from tourism reached 25 billion US dollars, a 47 percent increase from2003 and a 25 percent increase from 2002. In addition, the number of domestic tourists will reach 930 million.Domestic tourism revenue isexpected to exceed 400 billion Yuan, 5.9 percenthigher than that of 2003 and 3.1 percent higher than that of 2002. 3.2 Hong Kong On the other hand, in 2004, Hong Kong obtained over 21.8 million tourist arrivals, representing an increase of 40.4% as compared to 2003.Moreover,the strong performance of the tourism industry was mainly attributable to the spectacular growth of the Mainland arrivals, especially after the implementation and continual expansion of the Individual Visit Scheme which covers residents of Beijing, Shanghai Guangzhou, under the auspicesof the Close Economic Partnership Agreement(CEPA) with Mainland China. Meanwhile, other major overseas markets also exceeded pre-SARS level andare growing healthily. 3.3 Japan According to World Tourism Organisation Report (JNTO) international visitors to Japan in 2004 (January to December) is estimated to be 6.1million tourists, up 17.9% from last year. Base on World Tourism Organisation Report (2004), the total number of Japanese travellers to Republic of Korea in 2004 was 2.4 million tourists and it exceeded the same figure in 2002. This is attributed to the popularity of Korean TV dramasinJapan.The total number of Japanese travellers to China in 2004 (January to November) was 3 million. The total number of Japanese travellers who went to Taiwan, province of China and Singapore was 890,000 and 598,000 respectively. Both figures exceeded 2003 figures when SARS was an issue, but did not reach the figure of 2002. 4. Airline Industry is one of the key transports within Asia, the government of these regions, need to pay atttention to develop and control. But for the further development of Low cost airlines within Asia, there are some barrires will affect the expansion of Low cost carriers. The first one is the deregulation issued, China and Japan are more restrict their sky policy such as Chinese government will restirct the route of the flight and the price stucture of the air ticket, because the government will more protect the local airlines. Second, China and Japan are lack of secondary airport. For China areas, all of the major airports are main airport. If low cost carrires want to entry this market, they can not redcue the operation cost and can not compete with the regional airlines. Thrid, Hong Kong aviation market was monopoly by Cathy Pacify; the Oasis Hong Kong was a good example to prove that if the market was monpoly by a large airlineCompany, they can not survive. The last one is the fuel cost issue, although the international crude oil prices have recently fallen from the peak of US$70-odd to US$50-odd. However, the fuel cost is one of the major cost of airline companies. If the crude oil prices return to peak of US$70-odd or higher, the lost cost airline can not survive with this issue. Dialectoc Composition In Purgatorio V In this canto there appear to be none of those cruces on which contemporary criticism often fastens as basic for the understanding of the poem's deeper meaning. It nevertheless contains some of the most vivid episodes of the journey, especially in its second part, involving the stories of three memorable characters. As is characteristic of the whole cantica, and is especially evident in the first cantos, we find that the three souls we meet here are, by the very definition of their realm, in a liminal state between two forms of existence, the earthly and the celestial. They are gradually shedding the prejudices and passions that had made them cling to the illusory goods of their earthly existence, and getting ready, through their painful purgation, for the permanent bliss to come. We shall see how, by the very progression that distinguishes them among themselves, the three main characters are increasingly detached from the worldly values and increasingly ready for the final step. In one of the more recent à «lecturaeà » Giambattista Salinari (1969, 311 and 313f) finds that this canto is marked by a high degree of lyricism, considering the progression of the three generic ingredients of the whole poem, namely the descriptive (or epic), the dramatic, and the lyric. He also stresses here the particularly conspicuous presence of what he calls the three types of à «contrappuntoà » in which Dante excels, namely the à «horizontalà » (when contrasting episodes are juxtaposed for the sake of variation and emphasis), the à «verticalà » (when over several characters the same situation or theme is developed through rising tonalities), and finally the à «stylisticà » (when in the same episode the epic or narrative element is expressed through elegiac description, the dramatic through dialogue, and the lyric through monologue). This is, in short exposition, an interesting analytic point that concerns a striking yet little noticed feature of Dante's method o f composition, and which this writer has attempted to define and analyze under the term of à «dialectic compositionà ». The structure of Purgatorio V leans, as it were, backward and forward, tying in with the conclusion of the episode of the lazy in the preceding canto and then concluding the episode of the violently slain, who properly occupy this canto, in the following canto, when the same group continues to crowd around Dante in order to secure prayers on their behalf from the living.
